Civic Interest Operations Under Part 108

About

Civic interest operations (public safety, emergency response, infrastructure inspection, wildlife conservation, etc.) receive special consideration under the proposed rule, with pathways for both permits and certificates depending on scale and urgency.

Key Attributes

  • Authorization Pathway: Operating Permit (lower risk / smaller scale) or Operating Certificate (larger scale or higher-risk environments)
  • Maximum Takeoff Weight: Up to 110 pounds under many permit scenarios; up to 1,320 pounds under certificates
  • Population Density Categories: Permits generally limited to Category 3 or lower; Certificates allow greater flexibility in Category 4 and emergency exceptions in higher densities
  • Fleet / Scale Limits: More flexible under certificates; permits have proposed numerical limits on active aircraft
  • Additional Requirements: Enhanced coordination for emergency operations, possible relief for imminent life-saving missions, and appropriate training/safety programs

What This Means for Operators

Public safety and infrastructure operators gain a clearer long-term framework while retaining some flexibility for time-critical missions.
