Package Delivery Operations Under Part 108

About

Package delivery is expected to be one of the highest-volume use cases under Part 108. The proposed rule creates clear pathways for both small-scale and large-scale delivery operations through operating permits or certificates, with strict limits tied to aircraft weight and population density.

Key Attributes

  • Authorization Pathway: Operating Permit (smaller scale, lower risk) or Operating Certificate (larger fleets or more complex networks)
  • Maximum Takeoff Weight: Typically 55 pounds under Permit; up to 110 pounds or higher under Certificate in some scenarios
  • Population Density Categories: Up to Category 3 under Permit; Certificates allow access to higher density areas (Category 4 and potentially 5) with additional mitigations
  • Fleet / Scale Limits (Permit): Significant fleet size limits (proposed examples in the 100-aircraft range for delivery in some summaries)
  • Additional Requirements: Secure payload handling, delivery location safety assessments, TSA security program elements for certificates, and strategic deconfliction in higher categories


What This Means for Operators

Delivery operators will move from individual waivers to a repeatable permit or certificate structure. Scalable operations in suburban and urban areas will generally require the certificate pathway with stronger safety management systems.
