UA Operations Training Under Part 108

About

Under the proposed Part 108 rule, unmanned aircraft operations training (non-revenue training conducted to develop airmanship skills) would generally be authorized through an operating permit. This category supports flight schools, collegiate programs, and operators building internal proficiency without the full requirements of revenue-generating operations.

Key Attributes

  • Authorization Pathway: Primarily Operating Permit (non-revenue airmanship training)
  • Maximum Takeoff Weight: Up to 1,320 pounds in many training scenarios under permit
  • Population Density Categories: Generally Category 1–3, with restrictions increasing in higher-density areas
  • Fleet / Scale Limits: Subject to standard permit limitations; one permit per training category
  • Additional Requirements: Structured training program, qualified instructors/flight coordinators, and appropriate aircraft equipage for the training environment

What This Means for Operators

Flight schools, universities, and Part 137 operators developing internal training programs will have a clearer regulatory path for routine BVLOS training flights. Existing collegiate and commercial training providers with strong curricula and safety management practices will be well positioned to operate under Part 108 permits.
